The current level of technological development poses new challenges to states when using the traditional arsenal of foreign trade measures.Metaverses as a concept uniting a group of technologies, the transfer of which in commercial and non-commercial form is currently poorly regulated, mainly based on approaches developed during the period of dominance of goods in physical form and approaches related to the regulation of services and IP.But it is important to keep in mind that the concept allows you to create new products and value chains, which require the development of new approaches to cross-border regulation of trade flows.Certain regulatory developments are proposed in the field of data transfer, software, and related intellectual property issues. The work is carried out at the national level and in a number of integration groups. At the level of international organizations, discussions on individual elements are taking place in the OECD, WTO, ITU, G20. At this stage, an important milestone in determining consensus is the development of principles and the definition of approaches in risk categorization and regulatory model.
