Oleg Gurov delivered a report on cyborgisation at an international conference in Rostov-on-Don
On 3 October 2024, Oleg Nikolayevich Gurov, a researcher at the MGIMO AI Centre, took part in the international conference ‘International Relations in Situations of Global Uncertainty: Sovereignty and Global Responsibility’. The event was organised by the Institute of History and International Relations of the Southern Federal University and Yerevan State University.

At the plenary session, O.N. Gurov presented a report in which he focused on topical issues concerning the impact of cyborgisation processes on the transformation of the concept of state sovereignty in the modern world. In his speech, he paid special attention to the political and economic aspects of effective sovereignty in the context of the development of advanced technologies, primarily AI.

O.N. Gurov's report touched upon the questions of how the development of AI and other digital technologies can affect traditional notions of state sovereignty. He examined how the introduction of AI systems into various spheres of state administration and economic mechanisms can transform the mechanisms of decision-making and policy implementation, which, in turn, can lead to changes in the concept of effective sovereignty.

The report aroused keen interest of the conference participants, which confirms the importance of applying an interdisciplinary approach to the study of contemporary international relations in the context of global uncertainty caused by the rapid development of advanced technologies.
