International Interdisciplinary Conference ‘Philosophy of Artificial Intelligence - Artificial Intelligence and Consciousness’
On 23-25 October 2024, Moscow hosted the International Interdisciplinary Conference ‘Philosophy of Artificial Intelligence - Artificial Intelligence and Consciousness’, organised by the Russian Academy of Sciences, the Scientific Council under the Presidium of the RAS on the methodology of AI and cognitive research together with the MGIMO AI Centre and a number of Russian and foreign educational and research organisations.

As part of the conference on 24 October 2024, a round table ‘Artificial Intelligence and Diplomacy’ was held, organised by Oleg Nikolayevich Gurov, PhD in Philosophy, a researcher at the MGIMO AI Centre.
The event, moderated by O.N. Gurov and Prof. Marina Rostislavovna Zheltukhina, PhD in Philology, brought together leading experts in international relations, political science and digital technologies from Yerevan State University, MGIMO, Lomonosov Moscow State University, Pyatigorsk State University, Southern Federal University, scientific, educational and public organisations to discuss topical issues at the intersection of modern technologies and diplomacy.

During the roundtable, reports were presented in the following key areas:
- Ekaterina Alekseevna Vinogradova, Ph.D. in Political Science, revealed the topical issue of political diplomacy as a threat to international information and psychological security.
- Elena Sergeevna Zinovieva, Doctor of Political Science, presented an analysis of Russia's digital diplomacy in the context of the new geopolitical reality.
- Marina Rostislavovna Zheltukhina, Doctor of Philology, highlighted diplomatic perspectives in the interaction of artificial and natural intelligence.
- Oksana Sergeyevna Karnaukhova, Ph.D. in Philosophy, presented a report on the transformation of international relations in the era of AI.
- Jacques Samvelovich Manukyan, Ph.D. in History, considered the aspects of knowledge-based foreign policy in the context of AI application.
- Dmitry Yurievich Fedorov presented an analysis of the transformation of the concept of soft power in the era of digitalisation.

The round table was an effective platform for interdisciplinary dialogue on the problems of modern challenges and prospects in the sphere of international relations. Special attention was paid to the issues of information security, transformation of diplomatic practices in the digital era and changing approaches in international relations under the influence of new technologies.
During the lively discussion, the participants also discussed the potential of AI application in the diplomatic sphere, as well as the related risks and threats to information security. The importance of a comprehensive approach to studying the impact of artificial intelligence on modern diplomacy and international relations, as well as the need to develop new competences in the field of digital diplomacy, was repeatedly noted during the event.
The participants were able to exchange expert opinions and outline promising directions for further research at the intersection of AI and international relations.
