The YSU Journal of International Affairs has published an article by Oleg N. Gurov, Research Fellow at the MGIMO AI Centre, Cand. Sci. (Philosophy), and Associate Professor at the Faculty of Economics, Lomonosov Moscow State University. The paper is titled “Digital Inclusion VS Digital Sovereignty: RRI as a Platform for Integrating Ethics into Geopolitics” The article examines the growing tension between digital inclusion (equitable access to technology) and digital sovereignty (national control over data and infrastructure). It argues that the Responsible Research and Innovation (RRI) approach can reconcile these imperatives by embedding ethical principles—inclusivity, sustainability, precaution, and reflexivity—into technology governance.
