On November 11, 2025, the United Nations Economic Commission for Europe (UNECE) published the first policy brief in its new series “AI and PPPs: Unlocking Sustainable, Resilient Infrastructure for the SDGs.”Anna Abramova, Head of the MGIMO AI Centre and Co-Chair of the UNECE Working Group on the Application of AI in Public-Private Partnerships (PPPs) and Infrastructure Projects, contributed to the preparation of this publication.
The policy brief represents the outcome of joint work by international experts and constitutes a direct contribution to the global discussion on AI governance and responsible implementation, a dialogue actively promoted by the United Nations.
The initiative is being developed within the framework of the newly established UNECE Working Group on AI in PPPs and Infrastructure, which explores the opportunities and risks associated with the use of artificial intelligence in infrastructure development.
The
first publication, titled “Introduction to the Series,” lays the groundwork for subsequent briefs that will focus on the use of AI at different stages of the infrastructure project life cycle, including:
- Project planning and identification
- Financial modelling and investment
- Stakeholder engagement and public consultation
- Procurement and tendering
The overarching goal of the series is to provide policy-makers, industry leaders, and other stakeholders with knowledge and practical tools for the responsible and effective deployment of AI technologies. Artificial intelligence has the potential to transform approaches to planning, financing, and implementing infrastructure projects, enhancing their efficiency, transparency, and contribution to the Sustainable Development Goals (SDGs).
