On 26–28 October 2026, MGIMO University will host the MGIMO Model ITU – an educational project simulating the work of the Plenipotentiary Conference of the International Telecommunication Union. The Model is organized by the MGIMO Artificial Intelligence Centre together with the
MGIMO–MIPT Master’s Programme in Artificial Intelligence. The project receives academic and organizational support from the Regional Commonwealth in the Field of Communications (RCC), the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, and the International Telecommunication Union. The project is implemented as part of the Priority 2030 academic leadership programme.
The Model is dedicated to the 2026 ITU Plenipotentiary Conference (PP-26), which will take place in Doha, Qatar, on 9–27 November. Participants will join delegations of ITU Member States, the conference’s governing bodies and its secretariat. They will deliver general policy statements, conduct multilateral negotiations, discuss draft Resolution 214,
“Artificial intelligence technologies and telecommunications/information and communication technologies,” and elect the Union’s five senior officials – the Secretary-General, Deputy Secretary-General and the Directors of the three Bureaux.
The Model elections will be based on the current list of candidates for PP-26. Participants whose results most closely match the actual outcome of the elections in Doha will receive special prizes from the RCC.
The in-person sessions will be preceded by a lecture programme. From 19 to 23 October, experts in international law, digital policy and the work of the ITU will deliver online lectures on the Union’s structure and mandate, the PP-26 agenda, and the preparation of national positions.
